Driving ecosystem for building international open innovation: a case study of hub of talents for plasma technology 

The Hub of Talents for Plasma Technology (HPlas) at Science and Technology Park (STeP), Chiang Mai University (CMU), exemplifies International Open Innovation (IOI), driving interdisciplinary research, cross-sector collaboration, and global knowledge exchange in plasma and fusion technology. IOI, introduced by Henry Chesbrough (2003), accelerates technology commercialization through external partnerships and research networks. However, challenges such as intellectual property concerns, regulatory barriers, and funding limitations persist. To address these, HPlas has implemented a structured innovation framework, ensuring international collaboration and efficient technology transfer.  

As a leading plasma research hub in ASEAN, HPlas focuses on three key pillars: strengthening innovation infrastructure, workforce development, and global collaboration. Through cutting-edge research facilities, digital platforms, and mobility programs, it advances plasma applications in clean energy, healthcare, agriculture, and manufacturing. Strategic policies, including public-private partnerships (PPPs), enhanced IP protection, and ASEAN research network expansion, position Thailand as a global leader in plasma innovation.
